The fourth-year pro posted 2 goals and 7 assists while collecting 68 penalty minutes in 36 games, this season with the Toledo Walleye in the ECHL.
Fraser, 23, has played a total of 189 career ECHL games collecting 15 goals and 28 assists for 43 points, while also amassing 447 penalty minutes.
Stars GM and Head Coach, Jeff Mason had this to say about the signing: “I am very pleased to be able to add Cole, he will bring a different element and dynamic to our defensive unit.
“Cole brings a lot of energy and passion and plays a physical game that makes life difficult for opposing players.
“He moves well and has a big shot from the point, something we intend to use to help drive more offence.
“Though known for his defence and physicality, I believe Cole has an offensive aspect to his game that has yet to reach its potential.”
After completing his first move into European hockey, Cole added: “I am super happy, once I got to talk to Jeff and got to know him a little bit, it made my decision very easy, for myself this is the best move and I am excited to be here and get started.
“For me, it was more of just getting to see the world a little bit, coming over here it is a different style of hockey and I talked to a lot of my buddies who play over here and they love it, they said you are going to have the most fun in the world playing over here.
“So, from talking to my agent he thought it was the best decision for me as well and I have the full support from my wife and my family.”
The Canadian blueliner, who was also drafted in the fifth round of the 2017 NHL Entry Draft by Detroit Red Wings, continued: “The Stars have been in a lot of games prior to me being here and there is times when there are a couple of breakdowns and then you are playing catch-up.
“That happens everywhere and seasons are long, there is still 18 games left and there is tonnes of times to turn it around.
“If you are staying in games and making an honest effort, and I hope I can come in here and help give that positive push and a little bit of positive energy to help get us over those humps and win against those teams that we need to.
“I want to bring a little bit of everything, I play a physical shutdown-kind of game but I have some offensive upside too and I hope to bring a bit of offensiveness to the team and help out in the ways I can do that.
“Also, be hard on the puck, hard on the defence and if my teammates need some sticking up then I will stick up for my teammates too.”
